No. It isn't. Though I did get my inspiration for certain aspects of the style from pokey, it is different. The reasons being thus: Happy Penguins has 31337 backgrounds, Pokey does not. Happy Penguins characters are far better drawn (hehe) than Pokey. I created Harry the Penguantelope some time ago, and he was never originally intended to go into a comic, I did not see pokey and go, "hey, I could make a penguin comic of my own".
So there.

How exactly did you come up with a "Penguantelope"?
Aaah, good question. You see, many moons ago (about 2 years) I said to Mr Zen (of cracksmokingducks.com) for no apparent reason, "penguantelope!" to which we both burst out laughing. About a year later, I actually drew the damn thing. Then about 6 months after that, I gave it a name. Harry. So there you go.
